The Los Angeles County Arts Commission has announced a Teacher Professional Development Grant Program made possible by gifts from The Boeing Company, W.M. KABUL, Afghanistan (AP) ? A suicide car bomber rammed his vehicle into the gates of a NATO base and airport in eastern Afghanistan on Monday, triggering a blast that killed nine Afghans, officials said. The Taliban claimed the attack was revenge for U.S. troops burning copies of the Quran.

The bombing in the city of Jalalabad follows six days of deadly protests in the country over the disposal of Qurans and other Islamic texts in a burn pit last week at a U.S. military base north of Kabul.

American officials have called the disposal of the books a mistake and have issued a series of apologies. Afghan President Hamid Karzai has urged calm, calling on his countrymen not to allow insurgents to capitalize on their indignation to spark violence.

About 40 people have been killed in protests and related attacks since the incident became known this past Tuesday, including four U.S. soldiers. NATO, France, Britain and the U.S. have pulled their advisers from Afghan ministries out of concern that the anti-foreigner anger might erupt again.

On Monday, the United Nations also scaled back its operations, moving its international staff from an office in the northern city of Kunduz that was attacked during protests Saturday, the organization said in a statement.

The evacuation was ordered "to put in place additional arrangements and measures to make sure the office can continue to operate in safety," the U.N. said, adding that the move is temporary and that staff will be relocated within Afghanistan.

Despite the pullback, the commander of NATO and U.S. forces in Afghanistan said that the partnership with the Afghan government was as strong as ever.

"We are steadfast in our desire to support our Afghan partners, and will use the extensive range of our resources to eradicate this heartless insurgency," Gen. John Allen said in a statement condemning the Jalalabad bombing.

In Monday's attack, the bomber drove up to the gates of the airport, which primarily serves international military aircraft, and detonated his explosives in a "very strong" blast shortly after daybreak, said Nangarhar provincial police spokesman Hazrad Mohammad.

Among the dead were six civilians, two airport guards and one soldier, Mohammad said. Another six people were wounded, he said. An AP photographer saw at least four mangled, charred cars at the site destroyed in the blast.

NATO forces spokesman Capt. Justin Brockhoff said that no international forces were killed in the attack and that the base was not breached by the blast.

The Taliban claimed responsibility for the attack, saying a suicide car bomber had driven up to the airport gate and detonated his explosives as international forces were changing from night to morning guard duty.

"This attack is revenge against those soldiers who burned our Quran," Taliban spokesman Zabiullah Mujahid said in an email.

Afghan officials, including the defense and interior ministers, canceled planned visits to Washington this coming week so they could remain in Kabul for consultations about how to quell the violence, U.S. officials said.

In the highest-profile attack, two military advisers were found dead in their office at the Interior Ministry Saturday in the heart of the capital with shots to the back of their heads.

The incident prompted NATO, Britain and France to recall hundreds of international advisers from Afghan ministries. The advisers are key to helping improve governance and preparing the country's security forces to take on more responsibility ahead of the drawdown of Western forces planned for 2014.

The U.S. had already pulled its advisers from Afghan government offices. The Canadian government also canceled all meetings in Afghan ministries, according to a spokesman.

Police were still searching Monday for the suspect ? an Afghan man who worked as a driver for an office on the same floor as the advisers who were killed, said an official at the Interior Ministry who spoke anonymously to discuss ongoing operations. Eight shots were fired at the men ? two at the first victim and eight at the second, the official said.

The Taliban claimed that the shooter was one of their sympathizers and that an accomplice had helped him get into the compound to kill the Americans in retaliation for the Quran burnings.

The Taliban also claimed Monday that they had poisoned soldiers at a U.S. base in the east by recruiting a cook who worked there. NATO rejected the report.

"No one got sick," said Lt. Col. Chad Carroll, a spokesman for international forces in the east. He said that a dining facility worker told his superiors that food might have been tampered with, and when they ran tests they found "traces of bleach in a couple of foods."

"We do not know if this was intentional, if it was what the local worker was referring to, or whether it was simply spillage from cleaning," Carroll said.

Millions of adults suffer from the incurable disease multiple sclerosis (MS). It is relatively certain that MS is an autoimmune disease in which the body's own defense cells attack the myelin in the brain and spinal cord. There are numerous unconfirmed hypotheses on the development of MS, one of which has now been refuted by the neuroimmunologists in their current research: The death of oligodendrocytes, as the cells that produce the myelin sheath are called, does not trigger MS.

Neurodegenerative hypothesis obsolete

With their research, the scientists disprove the so-called "neurodegenerative hypothesis", which was based on observations that certain patients exhibited characteristic myelin damage without a discernable immune attack. In the popular hypothesis, the scientists assume that MS-triggering myelin damage occurs without the involvement of the immune system. In this scenario, the immune response against myelin would be the result ? and not the cause ? of this pathogenic process.

The aim of the research project was to confirm or disprove this hypothesis based on a new mouse model. Using genetic tricks, they induced myelin defects without alerting the immune defense. "At the beginning of our study, we found myelin damage that strongly resembled the previous observations in MS patients," explains Burkhard Becher, a professor at the University of Zurich. "However, not once were we able to observe an MS-like autoimmune disease." In order to ascertain whether an active immune defense causes the disease based on a combination of an infection and myelin damage, the researchers conducted a variety of further experiments ? without success. "We were unable to detect an MS-like disease ? no matter how intensely we stimulated the immune system," says Ari Waisman, a professor from the University Medical Center Mainz. "We therefore consider the neurodegenerative hypothesis obsolete."

Focus on immune system

The teams involved in the study want to continue researching the cause and origins of MS. "In light of these and other new findings, research on the pathogenesis of MS is bound to concentrate less on the brain and more on the immune system in future," says Professor Thorsten Buch from the Technischen Universit?t M?nchen.

Yet speakers and attendees at Offshore Wind Power USA agreed that the Cape Wind story remains a cautionary tale for potential offshore wind developers, rather than a signal the the US offshore market is open for business.? While the Bureau of Ocean Energy Management has made progress in defining the leasing process, this process is still expected to take six to eight years to complete.? There remains a notable lack of coordination between and among the score federal and state agencies which have a say in the process.

Europe

Offshore wind in the US is far from the whole story.? The European Offshore Wind industry is entering its full commercial stage, with projects amounting to several gigawatts of capacity expected to be built over the next few years, making the global industry worthy of investors' attention.

European offshore wind is not without hiccups.? The European financial crisis has slowed (but not stopped) financing for wind farms, despite the fact that some farms require investments in the billion Euro range.? Another recent problem, which will be familiar to onshore wind developers, is grid interconnection.? Although Germany has a legal requirement that transmission operators connect new wind farms to the grid, this is an unfunded mandate, and the transmission companies do not have the funding or even enough of the right sort of cable to meet this obligation in a timely fashion.? Grid connections for two large wind farms were recently delayed by 12 and 15 months because of such problems, costing the developers hundreds of millions of euros in electricity sales.

Offshore Wind as an Investment

Such hiccups happen in new industries, and they can lead to buying opportunities for investors.? Often the best time to buy stock is after most people realize everything is not smooth sailing, but before all the problems are resolved.? This allows excess returns, as stocks which were initially priced as highly risky investments gain value as the industry learns to tackle such challenges.

?As the only renewable energy resource able to produce power on the scale of hundreds of gigawatts close to the world's most energy-hungry and population dense cities in Europe and America's Eastern seaboard, offshore wind will play a prominent role in the transition away from fossil fuels.? The only question in my mind is when this transition will occur.? My feeling is that this maturation of the offshore wind market (at least in Europe) will come within the next few years, leading to substantial rewards for investors with good timing.

Offshore Wind Stocks

Most onshore wind turbine manufacturers either already have turbines designed for offshore use, or are developing them.? The current market leaders are Siemens (SI) and Vestas (VWDRY.PK), but Vestas is rapidly losing ground to a host of new entrants, including Chinese players like Sinovel (601558.SS) who are largely responsible for the fierce price competition which led to the poor performance of wind power stocks in 2011.?

Given the inauspicious competitive environment among turbine manufacturers, I think better investments are to be found in other parts of the wind farm.? According to Walt Musial, the manager of offshore wind and ocean power systems at the National Renewable Energy Laboratory, the turbines only account for 32% of the cost of a wind farm, on average.? Fully 52% of the cost lies in other farm components, such as support structures, the undersea cables that collect power from the turbines and send it to shore, and the various power converters needed.

G20 moves to line up huge rescue deal for April

MEXICO CITY?? The world's leading economies worked on Sunday to line up a deal in April on a second global rescue package worth nearly $2 trillion to stop the euro-zone sovereign debt crisis from spreading and putting at risk the tentative recovery.

Germany said it would make a decision sometime in March on strengthening Europe's bailout fund, a move other Group of 20 countries say is essential to clear the way for throwing extra funds into the International Monetary Fund.

The twin proposals would build up massive international resources by the end of April ? when the G20 group next meets ? and convince financial markets they can stem the euro-zone's deep problems.

It would mark their boldest effort since 2008, when the G20 mustered $1 trillion to help rescue the world economy.

British finance minister George Osborne said there would be no additional resources committed to the IMF until euro zone countries bolstered their own efforts to stop contagion.

"We are prepared to consider IMF resources but only once we see the color of the euro zone money and we have not seen the color of the euro zone money," he told Sky TV. "I think that quid pro quo will be clearly established here in Mexico City."

German Finance Minister Wolfgang Schaeuble, whose government has taken a tough public line on aid for Greece, said European leaders will tackle the adequacy of the region's firewall during March. The issue will be debated at a European Union summit next week.

Germany's willingness to discuss the size of Europe's firewall appears to mark an important shift, although Berlin clearly hopes the extra funding will not be necessary and may stick to its guns if financial markets continue to improve.

"The month of March goes from March 1 to March 31. It will be reviewed again, also in the light of the developments that have since occurred, whether the stated dimension of the (European bailout) mechanism is enough or not," Schaeuble told reporters on Saturday.

A government official close to Chancellor Angela Merkel on Sunday took an even firmer line than Schaeuble's, insisting that there is enough money in the euro zone's rescue fund, known as the European Stability Mechanism.

"The German government's position is unchanged: we see no need to increase the upper limit of the ESM," the official said.

Still, some G20 negotiators are optimistic that Germany will be on board.

"Everyone in the euro zone and even in European Union is reasonably happy with combining the ESM and the EFSF, even Germany, but it is too early to say if this will be decided at the EU summit at the beginning of March," said Margrethe Vestager, economy minister of current EU president Denmark.

The German government faces public opposition to a second Greek bailout, and has balked at enlarging Europe's rescue fund on the grounds that it would undermine efforts to impose fiscal discipline on indebted countries.

The second Greek bailout package, recently agreed in principle, needs the approval of Germany's parliament, the Bundestag. Lawmakers will vote on Monday and it is expected to pass with opposition support but a poll in the Bild am Sonntag newspaper on Sunday showed 62 percent of Germans oppose further aid for Greece.

An agreement by Europe to merge its temporary and permanent bailout vehicles would create a $1 trillion war chest and open the door for other G20 countries to meet the IMF's request for $500-$600 billion in new resources, on top of its current $358 billion in funds.

Put together, this would total around $1.95 trillion in firepower.

But the G20 has no intention of easing its pressure on Europe by giving it a strong signal now that new IMF money is in the bag. Its communique when two days of ministerial meetings end on Sunday will merely state that the world's leading economies will review the resources of the IMF in April without setting a date for a deal, G20 officials said.

Another official said there was debate between the United States and Europe over whether the communique should say an increase in the firewall was "essential" or just "important" to secure an increase in IMF resources.

U.S. Treasury Secretary Timothy Geithner said on Saturday Europe had come a long way in laying the foundations for a "credible" crisis response but could not rest there.

"It's important not to rest on that progress... That progress is in part based on expectations of more progress to come," he said.

Others also left no doubt the cash is needed to calm markets and secure economic growth. "In order to overcome the crisis, you have to get ahead of the curve and have a big enough bazooka," said Olli Rehn, European Commissioner for Economic and Monetary Affairs.

Japan's Finance Minister, Jun Azumi, said his country stood ready to contribute IMF funds once Europe has acted.

"I expect debate on strengthening of the IMF lending capacity will progress on condition that the problem of Europe's debt crisis is put to an end by the G20 meeting in Washington in April," he said.

Finance chiefs in their communique on Sunday will also cite rising oil prices driven by geopolitical risks as a threat to a tentative world recovery that is showing signs of strength, diplomatic sources said.

The price of oil vaulted over $125 a barrel on Friday, the highest level in nearly 10 months on concerns over Iran's nuclear ambitions.

Oil-producing members of the G20 said on Saturday they would take measures to avoid a rise in petroleum prices from hurting the world economy, Italy's deputy economy minister said.

We tend to believe that humility equals self-deprecation and, somehow, that beating ourselves up is noble. We reject ourselves and then unwittingly often project that self-loathing onto other people because our psyches can?t deal with the storyline about our lives that we?ve ignorantly created. Yes, you read that correctly: created. Science shows there is no totally objective reality.

We are assigning meaning to our lives constantly. And generally, if the theme is based in fear, the story is not one that encourages the development of our true, greater potential. This often shows up within the context of our relationships, of course. If we don?t have healthy self-acceptance and confidence, it impacts our business and personal life in a very big way?whether or not we enjoy networking.

As I have ?retrained my brain? and ?made friends? with feelings, I
have been able to create new, more empowering storylines about what I can be, do, and have. The answer to many of humanity?s challenges today in the workplace and in the world at large is learning how to become more self-aware and self-accepting. We can only treat others as we really, truly, and subconsciously treat ourselves.

Some people?s negative self-talk is outright cruel. People would not
tolerate being spoken to by others the way they speak to themselves in their own minds. It?s time to stop that if you want to thrive in business. Stop hiding out behind the computer screen and mix it up. Connect with others, and come from a place in which you are more than enough. We all have a unique gift or talent to contribute to our times.

CSN: Beane hopes Manny is 'restaurant-ready'

PHOENIX -- Billy Beane successfully turned the Manny Ramirez signing into a two-day story Tuesday, which while he maintains is not the reason why the A?s signed the 40-year-old force of nature.

In fact, other than his new pet phrase, ?low-risk,? he went to remarkable lengths to make this seem like a no-brainer baseball signing that had literally no asterisk to it.

In double fact, when someone suggested that one of the high rewards of Ramirez would be that he could provide fat statistics for market come the trade deadline, he laughed a bit derisively and said, ?You mean like we have a 12-pound trout we?d like to fatten up a bit and make restaurant-ready??

Therein lies the Beane conundrum ? he knows what everyone else thinks of the Ramirez signing, both good (he costs a pro-rated $340,000 and may still be able to hit like a dervish) and bad (he?s a past-it rental who is just the latest version of Mike Piazza), and yet he wants people to see that he signed Ramirez because he might still be Manny Ramirez, available and eager to help the Oakland Athletics Baseball Club be a little more fearsome and a little less . . . well, you know.

In short, he wants Manny Ramirez to be thought of as his second Frank Thomas, rather than as the latest in a line of past-it stars who for the most part got a bit of early buzz then proved that they were actually out of options. And no, we mean playing baseball effectively options.

?In terms of the Manny signing, the one I?d compare it most to is Frank,? Beane said Tuesday, leaning against a dugout railing at Phoenix Municipal Stadium, yet another of the many parks and facilities the A?s are hoping to leave in the next few years. ?Frank was more expensive, and he?d had some injury history, but his ending (with the Chicago White Sox) was not entirely pleasant, and we thought he had something left.?

Which he did, as it turns out, performing as the closing act in the team?s last playoff run.

But Beane also went to some efforts to leave the impression that if Ramirez hadn?t worked out, there was no Plan B (Maggio Ordonez, Vladimir Guerrero, Johnny Damon, et. al.) to fill the DH/four-hole space that apparently cannot yet be filled by any of the A?s younger candidates, like Johnny Gomes, Kila Ka?aihue or Chris Carter.

And while Beane also said, ?if one of them steps out and has a big first half, we are open to not bringing Manny up at all,? that seems unlikeliest of all. Signing Ramirez and then not bothering to see if he has any Manny left seems even dafter than signing him at all.

To be sure, Beane is more than resistant to skepticism, as he has habitually chosen the path less taken ? sometimes to his greater glory, sometimes to his detriment. He doesn?t mind the ridicule on the front end.

On the back end, though, he does have his ego investment, too, and the fallow years since 2006 have been dotted by signings like this that ran the gamut from ineffectual to wasted ? Piazza, Mike Sweeney, Thomas, again), Nomar Garciaparra, Jason Giambi and Hideki Matsui.

In short, Beane wants Manny Ramirez not to be viewed as what it seems to be ? a what-the-hell signing from a team that seems to do one a year, whether it needs it or not. And unless one of the DH candidates already in the dressing room (Ramirez is expected in work clothes on Friday) is planning to have an OPS like Manny?s in 1999, he will get that opportunity.

And to be more than just your standard restaurant-ready trout.
